The team in Niger is searching for a dynamic and adaptable Head of Programme with strategic thinking and strong fundraising abilities!

Context:

The Norwegian Refugee Council (NRC) has been operational in Niger since 2019, and as of June 1st, 2023, the Niger country office operates independently from the Burkina Faso office. NRC’s programmes in Niger focus on education, protection from violence, shelter, water, hygiene, sanitation (WASH), livelihoods, food security, and legal assistance for displaced populations. Niger faces multiple humanitarian crises including conflicts, malnutrition, food insecurity, epidemics, floods, and droughts. Conflicts in neighboring countries contribute significantly to instability in Niger, causing displacements affecting Diffa, Tillabéry, Tahoua, and Maradi regions. NRC is intensifying its humanitarian response through rapid response mechanisms while addressing worsening humanitarian conditions. The program also emphasizes early recovery, sustainable solutions, and self-reliance for affected populations, with advocacy being a crucial component of NRC’s efforts.

What you will do:

  • Manage CCs Specialists / PDMs, Grants Manager, CFM Coordinator, and MEL Coordinator.
  • Be a member of the Country Management Group (CMG).
  • Develop strategies aligned with regional and global priorities for Core Competency areas.
  • Develop and update fundraising strategies aligned with the country strategy and program needs.
  • Lead program teams in developing cost-effective concept notes, project proposals, and budgets, ensuring alignment with country strategy and NRC policies.
  • Ensure high quality and integrated multi-sector programs following international standards and NRC’s safe and inclusive programming.
  • Collaborate with the Country Director and Advocacy & Communications Manager to identify evidence gaps and undertake advocacy initiatives.
  • Ensure quality control, monitoring, evaluation, and organizational learning.
  • Build capacity for technical staff.
  • Develop holistic, needs-based programs, including cash and market-based interventions.
  • Identify funding opportunities, develop strategies, and forecasts.
  • Manage grants, BPO allocations, and donor reporting while ensuring compliance with donor standards.

What you will bring:

  • Minimum 3 years’ experience in senior management within humanitarian or recovery contexts.
  • Experience in complex and volatile environments.
  • Knowledge of cash and market-based interventions.
  • Documented results related to managerial responsibilities.
  • Fluency in French and English, both spoken and written.
  • Specific experience in neglected or lesser-known crises.
  • Successful track record in securing significant donor funding in start-up environments.

  • Contract: 12-month contract.
  • Salary/benefits: grade 11 on NRC’s scale.
