General Summary: The Public Health Expert will play a crucial role in supporting the organization by reviewing program designs and implementations to ensure effective public health outcomes. This includes assessing program effectiveness, the quality of health services, data accuracy and utilization for decision-making, and the performance of health-related grants against established targets.

Principal Duties and Responsibilities:

  1. Review draft audit programs and provide feedback on public health aspects.
  2. Conduct interviews with relevant staff of implementers and in-country stakeholders.
  3. Collect and analyze relevant documents and information.
  4. Conduct fieldwork at central level and selected program sites within the country.
  5. Prepare working papers and summaries of observations for each work team.
  6. Prepare for fact-checking and debriefs with in-country stakeholders.
  7. Hold debriefing meetings with grant recipients and other stakeholders.
  8. Provide inputs for debriefing presentations during in-country exit meetings.
  9. Perform other duties as assigned.

Qualifications:

  • Advanced university degree in medicine, public health, health system management, epidemiology, or a related field.
  • At least 12 years of professional experience in planning, management, and Monitoring & Evaluation (M&E) of health programs, preferably in developing countries. Minimum of two years should be in reviewing or auditing health-related grant programs in the non-profit or public sector.
  • Experience in assessing risks and controls to mitigate them.
  • Preference for expertise in HIV, Tuberculosis, and Malaria.
  • Demonstrated knowledge and expertise in assessing the design and effectiveness of public health interventions.
  • Ability to apply M&E principles and manage disease programs effectively.
  • Capability to coach and guide other public health and M&E specialists.
  • Strong teamwork, communication, and presentation skills.
  • Proficiency in report writing in English.
  • Proficiency in MS Office programs.
  • Demonstrated accountability, integrity, tactfulness, and respect for others.
  • Cultural sensitivity and adaptability in diverse settings.
